City of Oakland Municipal Staff

The City of Oakland employs a system originally build on the “Neighborhood Watch” programs of the 1980-90s, called, “Neighborhood Crime Prevention Councils, or NCPCs”. These organizations have evolved over time and now focus on many topics other than Public Safety.
